This place accepted foreigners.
The hotel is far away from the centre of Shanghai but it is about a 10min walk from the nearest metro station.
When we arrived there was nobody at reception, therefore we had to send a text for someone to proceed with check-in.
The staff member was friendly and used a translator to communicate with us.
The room was very small (which is not the main issue) and not very clean (there was dust everywhere, as per pictures). Bed linen was not particularly clean (with some stains) and smelled of cigarettes.
We just couldn't withstand the smell of cigarettes that inevitably gets into the room, from the corridor. It seems that although there are "no smoking signs" inside the rooms, nobody actually respects them. We had to keep the A/C on all the time we were inside the room, otherwise we wouldn't be able to stay there (as there is no other form of ventilation).
Another detail: our room door had a huge gap between the door and the door frame, which we had to cover (otherwise anyone walking by the door would be able to see you inside the room). Also, ours was the first room so everyone needs to walk by to get to their rooms.
Overall, not very impressed with the room, considering the price. Cleanliness is not great and not a good place to stay if you have breathing issues.
