First of all, the hotel accepts foreigners (as of April 2024). It is centrally located in the old town, and public transportation (limited though it may be) is easily accessible. The staff was kind and helpful, and you may store your bag before check in and after check out. Perhaps one thing to note, is that you shouldn't count on your room having any particular view - my room had a view of the courtyard. The homestay I stayed at this time was really good.
