Everything is good except the location. It is relatively close to the Opera House, and Hoan Kiem is within walking distance if you like walking, but I recommend using Grab. There is almost no noise around, and there are not many massage shops nearby. There are some good restaurants. The room next door was quiet, so the noise wasn't particularly bothersome, but I don't think the soundproofing would be very good.
To get to the restaurant on the 10th floor, you have to take the elevator to the 9th floor and then take the stairs one more floor. The buffet includes rice noodles, rice, several side dishes, bread, dessert, juice, yogurt, etc.
The staff are all friendly and speak English. If you cannot speak both Vietnamese and English, you can use a translator. And since my flight was late at night on the day of my return, I left my luggage in the lobby while checking out and went back in the evening. Please note that you can store your luggage if necessary.
