You will find it as soon as you exit the north exit of JR Obihiro Station. After all, it stands out. There was an information board near the monument, but it seems to read "Open Sora".
It would be nice if there were toddlers near the station, but you won't bother to look out in the city. There are better places when you come to Tokachi.
