It was first built in the 31st year of Kangxi in the Qing Dynasty (1692 AD). In order to facilitate the local administrative officials to pay tribute to the emperor, a "Wanshou Pavilion" was built on the coal mountain of the original Zhou Royal Palace. The pavilion enshrines the plaque of "Emperor Wansui", so it is also called "Longting". In the 12th year of Yongzheng in the Qing Dynasty (1734), it was renamed Wanshouguan. During the Republic of China, it was renamed several times, and was named Longting Park, Zhongshan Park, and Xinmin Park.
