It was established in the 19th year of the Republic of China (1930) and was jointly built by the then Sichuan garrison, the deputy commander of the 29th Army of the National Revolutionary Army, Sun Dechao, his garrison, and the gentry from fourteen counties, covering an area of about 212 acres. Initially, there was a two-story brick platform, the Zhaolie Library, three mushroom pavilions, three wooden rail bridges, and a moon-shaped lotus pond. There were also square ponds, lotus ponds, and other features, including a park memorial tower and a sixty-zhang-tall stele tower. After the founding of the People's Republic of China, Mianyang People's Park has undergone several renovations and has now developed into a comprehensive park in the city center that integrates natural, historical, and cultural landscapes, combining cultural education, tourism, fitness, and leisure.
