It is an artificial lake (dam lake) near Sarugakyo Onsen. If you come by bus from Kamimokogen Station ～ Yujuku Onsen, you can see it before you arrive at Sarugakyo Onsen. Originally, Sarugakyo Onsen seems to have been under this dam lake, and it seems that the current hot spring town was relocated and formed by doing this. It's a pretty beautiful lake. I just looked at it from above while on the hot springs, but if you go down, there is a promenade and you can fish and play boats.
