I found it at Verde Mall (shopping street) in front of JR Kakogawa Station. Katsumeshi is a specialty of Kakogawa. It is a monument of Demmy-chan, Katsun with a katsu on his head. It was completed in March 2009. It's a slightly unusual image character (see photo).

The face is rice, the head is covered with cutlets and demigrass sauce, and the boiled cabbage with the garnishing. You can get a "katsumeshi map" with the ＱＲ code engraved on the monument.
