This is the Shotoku Monument next to the Oji Paper Chitose Daiichi Power Plant on the outskirts of Chitose City (almost Lake Shikotsu). He was a businessman, politician, and social activist in the Meiji-Showa period, and during the Oji Papermaking era, he was a person who demonstrated his skill in building the Tomakomai factory in Tomakomai City, Hokkaido in 1902 (Meiji 35). Unfortunately, the explanation is not a modern document, so it is difficult to understand.
