I stopped by because there was a signboard at Wakkanai Airport while driving on the national highway 1 on the coast of the Sea of Okhotsk on a self-driving trip to Hokkaido 238. When I climbed the stairs on the east side of the terminal building, I was on the 3rd and 4th floors. The 3rd floor was outdoors and the wind was strong. The 4th floor is an indoor observation room, so I don't have to worry about the wind, but for some reason there were desks and chairs like a conference room.
