Visit as a part of a larger day trip
Worth a stop, but not an entire trip. The lake is BEAUTIFUL from this vantage point, but there isn’t much else to do at the Observation Deck, other than use the toilet and read a bit of history about ...

Was driving along the shore of Sapporo Lake, passing by 2 carparks which I supposed are for tourists to pull in and enjoy the beauty of the lake. I didn't really intend to stop by as it is just a lake...

Good for a quick photo opportunity. Just some nice scenery in the background. I didn't see an actual observatory to check out though!
You can see the dam lake beautifully.
It is on the way from Jozankei Onsen Onsen to Otaru by car. After a while beyond the Jozankei Dam, there is a parking lot and this observatory is located. The quiet lake view is beautiful.
Maybe it's a little-known spot that you can't go to other than that
It is convenient because you can park your car in the first parking lot at the lake of Sapporo Dam in front of Jozankei, and there is a toilet so you may be able to stop by. The autumn leaves season is re-school.
