It was in the middle of the rotary in front of JR Tsuchiyama Station. It certainly seemed to be a restored viewing tower, but it also seemed to be a monument that doubled as a clock tower, and it seemed to be functional. However, on the day of the visit, the surroundings were being maintained and construction was underway, and only the upper part was confirmed.

Harima Town is said to have a large village during the Yayoi and Kofun periods, so it is a symbolic building. In fact, it's just a clock tower built in the style of a clock tower.
JR On the south side of Tsuchiyama Station, it was probably installed as a symbol of Harima Town, but it has no value in existence and is typical of wasting local taxes. I have never seen anyone taking a commemorative photo of the turret itself or in the background as evidence of this.
