If you’re travelling to Hong Kong from Singapore and vice versa, there will be no restrictions on your travel purpose and itinerary starting 22 Nov 2020. Travellers taking ATB flights won’t need to serve Stay Home Notice or quarantine in either cities.
Any person who has remained in either Singapore or Hong Kong for the last 14 consecutive days prior to departure. Work Permit and S-Pass holders working in the construction, marine shipyard or process sectors in Singapore are unable to do so.
All travellers will be required to test negative on a Covid-19 polymerase chain reaction (PCR) test 72 hours before their scheduled departure in either cities.
Pre-departure in Singapore
Before 1 Dec, all travellers will need to apply for approval to take the PCR test at least 7 days before departure. They will need a confirmed flight ticket to Hong Kong to apply to take the test. Application can be done at go.gov.sg/caaspdt
After 1 Dec, travellers do not need to apply for approval to take the pre-departure Covid-19 PCR test in Singapore.
Upon Arrival in Hong Kong
All travellers arriving in Hong Kong are required to take a Covid-19 test on arrival at Hong Kong International Airport (HKIA). They will have to book and pay for their tests before departing from Singapore. Travellers cannot leave the airport without confirmation of negative test results.
Not all flights are under the travel bubble scheme. As of now, only Singapore Airlines and Cathay Pacific operate Air Travel Bubble flights between Singapore and Hong Kong. Taking any other airlines would require you to serve a 14-day quarantine.
For a start, the ATB will be limited to 200 passengers each direction for a start as there will only be one flight per day. Here are the initial flight details:
